Air Force Announces Changes For Enlisted Promotion Recommendation Points > Air Force > Article Display

PAO: This new cycle of shows has seen many changes from the previous cycles. Notable among these are the change to the Senior Leadership Course, attendance at the Continuing Leadership Course and the Self-Development Requirements Program. Can you explain how these changes will affect Soldiers trying to upgrade this year or next?

CSM: There are some important changes in the army upgrade process, and I hope to explain them a little bit to everyone. SSD is now a requirement to consider upgrading (upgrading). Soldiers must earn the appropriate SSD to complete their ranks before they can move up to the next higher rank. After they move to the next higher position, assuming they make a series of presentations in "best or most professional" areas, they can be selected and moved to the next higher position. They will not be promoted to a higher rank until they have completed the NCO courses required for that rank. This same process repeats itself at every level of the military. As an example - a Sergeant (E-5) who has already graduated from the BLC must complete an SSD-2. After completing the SSD-2 and its patrol requirements, the sergeant delivers a package to the ship to the Staff Sergeant (E-6). If a sergeant comes too high on the list for promotion, and is selected for the position of staff sergeant, the sergeant is moved to the rank of staff sergeant. After the sergeant completes the ALC, he will be promoted to staff sergeant. After the upgrade, SSD-3 is the next step in the development of this NCO. To join you must complete an SSD, and to upgrade you must complete NCOES.

PAO: Some soldiers have expressed concern about state funding of training to attend the BLC/ALC. This year with the budget, many funds are told only for annual training or school, not all. Soldiers are currently on a waiting list to attend the BLC/ALC near the end of the fiscal year and are not scheduled for the AT. If there is no funding for the school gap, the service member risks an uncredited year. How do states and departments coordinate this and who decides the priorities of the military presence?

CSM: Let me start by saying that leaders prioritize. With this said, the reason why AZARNG Group chose to use AT funds to pay salaries and allowances to schools is through the use of NCOES AT funds. This saves money in school coffers. What does that mean for you? More soldiers can go to school. No soldier or officer in this state is at risk of being out of service for a year due to budget constraints. Leaders will conduct unit calls between AT and NCOES. If more funds became available, the Army could do both.

PAO: Given the increasing demand for participation in the BLC, does the country have the capacity, or will it be possible in the future, to host our own BLC courses while we run the university candidate school, the university candidate school, are the police taking lessons again?

CSM: I'm not sure there's ever been more demand for BLC. There may be great urgency on the part of the military to attend the BLC (and any NCOES) in the future, as their promotion depends on their completion. Getting BLC rated was never a problem for us. Our RTC is not responsible for running a BLC, and I doubt it will be in the near future. It is relatively inexpensive to send soldiers to the BLC in Utah where it is currently hosted.

PAO: Previously, soldiers could begin taking their SSD courses online before attending their BLC/ALC training. Now sergeants and above cannot participate in these courses until the training is completed. With limited training facilities, the Army has expressed concern that delaying access to SSD online courses could lead them to complete the online course and not be able to complete it in time for the decision date, thus delaying their ability to develop it. Others say that rushing into training to meet deadlines creates an environment in which a soldier does not have time to practice and learn the material as intended. Is there a potential solution to this problem or could there be a change to allow open enrollment of SSD courses?

CSM: The new upgrade system shortens the upgrade process, and eliminates any rush to complete an SSD. Soldiers will not be promoted until they have completed the required NCOES for their current rank. At this point, the point requirement period begins to qualify for the next promotion. A sergeant is required to serve at least 18 months before being recommended for shipment to sergeant major. So the newly promoted sergeant has 18 months to complete the SSD-2. All of the following degrees require 36 months of classroom time, so they'll have three years to complete the required SSD courses.

Air Force Enlisted Promotions Made Simple

PAO: The National Guard has always faced the unique challenge of dealing with openings for promotions. On active duty, if a service member is promoted and promoted, if the unit they are working in does not have a slot, they may be transferred to another working unit. This option is not always available in the Guard depending on the soldier's Military Occupational Occupation (MOS). What advice would you give to a service member who finds themselves in a situation where opportunities for advancement are limited in this case?

CSM: Different MOSs have different opportunities for advancement, depending on the number of positions in the state and the rank of those positions. Most of the MOS in AZARNG range from E1 to E7. For MOS's who don't, it takes a leadership role to recognize the problem and come up with a solution. If a Soldier is in an MOS that does not have the possibility of promotion, it may be possible to reassign that Soldier to another MOS, based on AZARNG requirements. All commanders should be aware of the Army's advancement opportunities and raise the issue up their chain of command if they find themselves in a MOS where career advancement is limited in that situation. If it's just a case of a very competitive MOS, then I would suggest to the soldier how to improve the chances of promotion. Improve your civilian education, improve your Army physical test scores, improve your grades, do whatever it takes to get a good grade, and more. If I were to advise a skilled (E-4), I would say review and do mock boards with your superiors. and/or peers.

PAO: As the Arizona National Guard evolves and the force structure changes, how do you envision future growth opportunities?

CSM: There will always be opportunities for advancement for soldiers who do their best and tell the truth. Changes to the ARNG development system haven't changed that. There are many ways a soldier can rise above his peers. Competition to become a private or non-commissioned officer for one year. Ask your leaders what they want you to do to improve the department. When in doubt, act! Don't sit around waiting to be told what to do.
